MEMPHIS, TN (WMC-TV) - A Mid-South minister that helped Dr. Willie Herenton become mayor of Memphis says the mayor needs to make some big changes before he makes a congressional run.

The Reverend LaSimba Gray admits he was shocked at Mayor Willie Herenton's most recent surprise: a one page statement indicating a potential run for Congress.

"What is it he could do for Memphis he has not done for Memphis as mayor?" Gray asked.

Since Tuesday, Gray has reconciled his confusion, saying District 9 is the only district in the state in which an African American candidate could win.

"We have a crisis on hand in terms of leadership, but there's opportunity," he said.

Gray was a long time supporter of Herenton, and a proponent in Herenton's first win back in 1991.  But in the last mayoral election, Gray tried to draft Shelby County Mayor AC Wharton to challenge Herenton.

Gray says he supports Herenton as mayor, but what about a potential race between Herenton and current congressman Steve Cohen?

"I'm not decided on that yet," he said. "As you know, I am not a supporter of Steve Cohen, and I never did support Steve Cohen, and the mayor and I will have some fences to mend."

It's a decision Gray and every other voter might have to make, but only after they mayor makes his own decision.

"It's one of those things, you stay tuned," Gray said.
