Man charged in rape of 14-year-old girl

BARTLETT, Tenn. (WMC-TV) - Bartlett police charged a man accused of raping a 14-year-old girl in a case that sparked outrage over the staffing shortage at the city's rape crisis center.

Kevin Joe Morgan, 51, is accused of raping the girl when she slept over in his daughter's bedroom.

When she returned home, the girl told her mother about the incident. Her mother brought her to the Memphis Sexual Assault Assault Resource Center, where the girl's tests were put on hold for a day because of a shortage of nurses.

Several nurses who lived outside the city had been fired from the center after the city council enforced new residency rules for city employees. News of the situation sparked outrage from the community and from law enforcement officials concerned that delays in the collection of evidence could jeopardize prosecutions against rape suspects.  

Morgan is being held in the Bartlett jail. No bond has been set, but he is expected to face a judge Monday morning.
