MEMPHIS (WMC-TV) - Flash floods struck the suburbs Tuesday night as several inches of rain trapped cars along Poplar Avenue in East Memphis.

Neighbors say many cars tried to come through a flooded roadway at Kirby and Massey before police showed up. One neighbor even got out a flashlight to direct traffic away from the dark flooded street.

But one car got stuck anyway. Neighbors say at first the water was up to its windows, leaving a mother and her little daughter stranded.

"She was on the honda on the hood waiting for help," Sharon Knafo said. "Someone in a large pickup came and picked her up."

Neighbors say the area at Poplar and Massey has flooded every time there is a hard rain for 37 years. They say the last time it flooded was just last year.

Some neighbors believe there is a problem with the drainage in the area. They say they hope the city will do something about it this time around.
