MEMPHIS, TN (WMC-TV) - Memphis Mayor AC Wharton paused to outline the key issues Memphians will see him tackle in the coming months during a presentation Wednesday.

Wharton listed efficiency, ethics and transparency as the way he plans to build citizen's trust for his administration.

"Everything has to be open - the good things we do as well as the bad things we do," he said.

Wednesday's meeting was hosted by Leadership Memphis and the Leadership Academy.  Wharton warned the crowd that a $17.5 million budget shortfall may be ahead and could lead to cutbacks.

"We may be faced with the need for a mid-term tax increase as a result of what might or might not happen on the school situation," he said.

Wharton also listed improving education as a major priority, and said he plans to attack crime and violence by viewing it as a matter of public health.

"We've got to view it as a public health crisis just as well as a law enforcement crisis," he said. "This is everybody's responsibility."

Wharton said recent steps he took to improve conditions at the Memphis Animal Shelter are an example of the approach he plans to take on everything, from protecting animals to protecting children...

"We are going to be a caring city," he said. "We are going to be a compassionate city."

And Memphis' new mayor was quick to say he can't accomplish his goals alone - it will be a team effort.  Wharton said consolidation is still his goal, instead of just waiting for consolidation to happen, he will look for successful ways surrounding communities can work better with Memphis.
