COVINGTON, TN (WMC-TV) - There are 114 registered sex offenders living in Tipton County, but the county's top cop says that's 114 too many.  So what's being done about the growing problem?

Tipton County Sheriff Pancho Chumley says with the beginning of a new year comes a continued concentration on the crackdown of sex offenders not in compliance with state law.

"They want to put down one address and live in another," Chumley said. "They don't want to stay in compliance, and that's when the problem starts."

Chumley says his deputies will continue performing compliance checks to make sure sex offenders aren't trying to manipulate the system.

"You have one that, without going into specifics, touched a child over a thousand times and admitted to it, and you think we don't want to know where they are every time we get a chance?  Yeah," he said.

In December, four men were arrested for sexual crimes or sex offender registry violations.

Chumley is promising to try and lower the number of sex crimes in 2011.

"Some of them complain, and I'm not here to listen to them complaining, saying, 'I can't go anywhere without somebody coming up.' You better believe we will," he said.

Chumley said Tipton county residents are good at alerting deputies of sex offenders' whereabouts.  But he feels that staying in compliance isn't enough, and he wants to see sex offender laws strengthened.

"Really it's not fair, and not stern enough, and that's not only my opinion, but ask the family of a victim and see what their opinion is," he said.
