MUNFORD, TN (WMC-TV) - The owner of more than 50 dogs left out in the cold has been found.

The dogs cannot be seen from a nearby road, but Chopper 5 got video of one of the kennels in the woods near Munford, Tennessee.

"We've lived over here for about two years," said neighbor Jayna Manseau.  "We have heard the dogs barking just about every night."

But neighbors said they have never seen the 58 Border Collies.

The Tipton County Sheriff's Department tried to contact the owner of the dogs, breeder Alan Conner, after getting complaints.  He would not call them back.

"Being we had not spoke with him in a 24-hour period, he was cited in the court for animal cruelty and neglect," said Tipton County Sheriff's Department Assistant Chief Donna Turner.

Turner said the dogs appeared to be healthy, but investigators wanted proof.  Sheriff's deputies finally caught up with Conner near the property Friday.

Conner brought out his veterinarian and had him check all the dogs living in the woods.  The sheriff's department said the dogs are healthy and now have all their shots up to date.

Conner also renewed his breeder's license and agreed to repair two doghouses that were split in half, as well as put bedding in the doghouses and put a tarp back on the kennels.

"He knows we are not going anywhere and we will continue to monitor him," Turner said.
