Child Services sued for failing to rescue severely abused teen

SACRAMENTO, CA (CNN) - The family of an abused California teenager is now suing Sacramento County's Child Protective Services agency.

Three people are serving prison time after pleading guilty to beating, burning and chaining up the teen in a home in Tracy, CA.

The boy, who escaped in 2008, had been left in the care of one of those perpetrators, Caren Ramirez.

The 18-year-old now lives with his aunt and uncle. They say CPS missed six opportunities over a seven-year period to rescue him from Ramirez.

"Well, obviously we're very disappointed," said Sydney Perry, the teen's aunt. "It's the fact that the very agency that was there to protect Kyle in the end failed him. It's something that for Kyle, and for every child out there, that system has to change. It cannot continue to operate the way it has."

The lawsuit doesn't list how much they're suing for.

A fourth person in the case was convicted and is awaiting sentencing.
