MEMPHIS, TN (WMC-TV) - In an unexpected move Friday, Memphis City Councilwoman Janis Fullilove called for an audit of the Memphis Police Department before the new police director begins his tenure.

Memphis Mayor A C Wharton named Toney Armstrong, the MPD's second in command, to head the department.  He will replace Police Director Larry Godwin, who is retiring.

Now, Fullilove said she wants an audit of the police department.

"I didn't want Director Armstrong coming in and some months later saying, 'well look, this happened and why didn't you check it out?'" said Fullilove.

Fullilove sent a letter to the city auditor asking for an audit of funding for various units in the police department.

Fullilove said her request is not a swipe at Godwin.

"I was not trying to denigrate Director Godwin," said Fullilove.  "It is to protect and show people of Memphis we're accountable and we have taken action."

Fullilove pointed to the General Services division, where employees have been charged with various crimes, including theft.

Wharton said he has already started the process of looking at the police department to measure the progress of various programs, not to see if anyone has done anything wrong.
