Woman impersonating MIFA employee scams MLGW customer

(WMC-TV) - Memphis Police are looking for a scam artist who impersonated a MIFA employee.

Dottie Carter is a working mom struggling to make ends meet.  She got nearly $500 behind on her MLGW bill.  When a woman came to her with a MIFA shirt on, saying she could offer assistance, Carter thought it was an answer to her prayers.

"We're not sure how this person was targeted," said MIFA spokesperson James Seacat.

Carter told Seacat that she believed the woman because of her MIFA shirt and MIFA papers she held.

"The victim thought that she was a legitimate MIFA employee," said Seacat.

The woman told Carter that for $100, she could provide assistance for the rest of her MLGW bill.

The scammer called MLGW at Carter's house and made a payment with bogus bank information.  Before Carter handed over the money, she called MLGW to see if the payment was good.  They said the payment was pending.

MLGW later called Carter to tell her the payment did not go through.

Seacat said he wants people to know MIFA does not have employees in the field offering assistance.

"If a person is seeking assistance for utility payments, the process is that they must come into MIFA's headquarters in midtown at 910 Vance Avenue," said Seacat.

Seacat emphasized that no organization that offers assistance with payments will ever ask for a payment to help.

Bartlett Police said last year, a scammer using a similar technique ripped off as many as 20 people.  Saudra Morris, 28, was sentenced in that case earlier this year.
