Settlement reached in school merger dispute

(WMC-TV) - A settlement has been reached in the Memphis City Schools/Shelby County Schools merger lawsuit.

According to the settlement, Memphis City Schools and Shelby County Schools will merge October 1st.  At that time, a 23 member school board will be put in place through the MCS/SCS merger transition.

Nine members of the board will be from MCS, seven from SCS, and seven will be appointed by the Shelby County Commission.

The seven members that are appointed will be subject to election during the regularly scheduled county-wide election in August 2012, and will serve staggered terms as determined by the Shelby County Commission.

The 23 member board will be responsible for adopting a transition plan, making all transition decisions, and operating the separate school systems.

Though merged, Memphis City Schools and Shelby County Schools will remain separate systems until they are combined at the beginning of the 2013 school year.

On September 1, 2013, the terms of the 16 members of the merged school board that served on the old MCS and SCS boards will expire.  On that day, the seven members elected in the August 2012 county-wide election will serve as the Shelby County Board of Education, and will govern the combined school system.

SCS Chairman David Pickler fought hard against the school merger, while MCS President Martavius Jones fought to combine the schools.

"Many of us came from different sides in the beginning," said Pickler.

All sides said there will be no appeals.  The settlement must be approved by the Shelby County Commission and School Board, as well as the Memphis City Council and School Board.
