Man charged with animal cruelty, stealing electricity

(WMC-TV) – Officers found numerous underweight, hungry dogs in a home that was lit with stolen electricity, according to court records.

Police say they were spotted a gaunt pit-bull tied to a pole and entangled in her leash on the front porch of a home in the 2800 block of Faxon on Monday. The dog didn't have any food or water within reach, according to a police affidavit.

Edwin Ballard answered the door when police rang and officers said they could see urine and feces covering the floor, another underweight pit-bull and nine puppies inside the home. None of the animals had food or water, police said.

Later, the officers noticed that the home's utility meter had been tampered with and an MLGW representative confirmed that it was sending stolen electricity to the home.

Ballard has been charged with aggravated cruelty to animals and utility theft.
