Why draw new districts?

The federal government is required by the U.S. Constitution to conduct a census every ten years.

The census is used for everything from planning new roads and schools to redrawing local, state and federal elections. State legislatures, like the Tennessee General Assembly, redraw districts to account for changes in population since the previous census was taken.
