Lawmakers in holding pattern over redistricting

(AP) - Tennessee lawmakers are in a holding pattern over redrawn legislative and congressional maps.

The state House could take the redistricting plans up Thursday, but Democrats have so far been unwilling to waive chamber rules to speed the process along.

Democrats oppose Republican efforts to draw five African-American incumbents into three districts and have said they plan to offer amendments on the floor.

The Senate doesn't return until Friday, making that the earliest day the redrawn maps could be approved and sent to the governor for his signature.

Republican leaders have called for swift action on the proposals because the candidate filing deadline is coming up on April 5. But Democrats argue that the maps should have been released earlier than last week if Republicans wanted to speed up the process.
