Wind, digging, vibration cited in building collapse

GREENFIELD, Tenn. (AP) - Windy weather and digging in an adjacent lot are among the likely causes of a fatal building collapse in West Tennessee.

Memphis engineering firm J.P. Thomas & Associates inspected the site in Greenfield last week after a brick building fell on Jan. 23, killing a construction worker in the lot next door and injuring the man's cousin. Reynardo Jackson was killed and Kevin Davis was hurt by the falling debris.

In a letter to Greenfield officials, Glenn Harbor of the engineering company said possible factors included excavation for a new retaining wall next door, windy conditions up to 27 mph and vibrations under the foundation caused by excavation equipment.

Jeff Hentschell, a spokesman for the Tennessee Occupational Safety and Health Administration, said the agency is investigating the collapse.
