(WMC-TV) - His title is "interim director," but James Rogers says he plans to make permanent changes at the Memphis Animal Shelter.

Two dogs, Martha and Stewart, left their temporary home at MAS Monday and took a field trip to city hall to help introduce Rogers as the interim director of a city shelter struggling through difficult times.

"In the event of a fire, there are three kinds of people: those who run from it, those who watch it and the public servant who goes to put it out," he said. "I'm a public servant."

Rogers worked in upper management at the U.S. Postal Service's Memphis branch for years.

Though he's a self-described lifelong Memphian, Mayor A C Wharton describes him as the perfect outsider for the job.

"I felt like Mr. Rogers had the right skill set for what's needed out there right now."

Rogers said he's already begun addressing issues that were identified long ago and argued that his task is manageable.

"We can reach the goals we have set within 60 to 90 days," he said. "Operational changes are coming. Significant changes for the better."

Rogers will keep the interim tag indefinitely.

The mayor said he will continue the search for a permanent replacement because he really wants to use Rogers in another capacity in city government.
