Officer accused of advising animal shelter to starve dog

(WMC-TV) - A Horn Lake police officer is under investigation for reportedly telling the Horn Lake Animal Shelter to withhold food from a dog because it was too aggressive.

Investigators want to know if Officer Lynn Brown, who is sworn to uphold the law, instructed employees to break the law.

The officer is accused of telling workers to purposely starve a dog for several days to help control the dog's aggressive behavior.

According to the allegations, the German Shepherd mix was kept in a cage and only given water for several days.

Horn Lake Police Chief Darryl Whaley says Brown is a K-9 handler with the police department, and has also trained animals in the military. But Whaley says he does not know what prompted the shelter to take the officer's advice.

"He was asked for advice on this day. But at the end of the day, we don't have anything to do with the shelter," said Chief Whaley. "He was a police officer, either on duty or off duty, and did not have any oversight over them. Not in the same division, so if they chose to follow the advice then so be it."

Horn Lake Animal Shelter Director Francis Williams would not comment on the case.

According to Mississippi state law and Horn Lake city law, it's illegal to not feed dogs. We talked to a veterinarian who said there is no legitimate training method that includes starving a dog.

Chief Whaley says he plans to take a closer look to see if any laws were broken.
