Former Tiger basketball player, government official declares sovereign citizenship

(WMC-TV) -Three days before Otis Jackson refused to be sworn in at his Official Misconduct hearing, he filed this with the Register's office describing himself as "Personam Soujourn and one of the people of Posterity."

The document has the exact wording as the "Freedom Documents" by the self-proclaimed "President" of the Sovereign Citizens group.

Jackson was about to get diversion for coercing his former employees to help him campaign for reelection.

But now, he's declaring publicly that he does not acknowledge government.     

University of Memphis Civil Liberties Law Professor Steve Mulroy calls the action inexplicable.

"I'm very surprised to find this out.  The sovereign immunity movement is sort of associated with fringe, extreme, right-wing, anti-government," he said.

In the document, Jackson trademarks his living body and declares he's foreign to the United States Corporation.

Sovereigns declare they're free from government rule.

The Southern Poverty Law Center describes them as extremists and racist, so a former government official who is African-American appears to be an unlikely member.

"It's surprising a former Democratic elected official would associate himself with this type of movement," said Mulroy.

The Mid-South first learned about Sovereign Citizens in 2010 when sovereigns Jerry and Joe Kane killed the son of West Memphis Police Chief Bob Paudert.

Officer Brandon Paudert stopped the father and son, who felt they didn't have to drive with license plates.

The District Attorney's Office confirmed several well-known sovereigns were with Jackson as he filed the papers, three days before his now infamous court outburst.

According to Mulroy,  the government will acknowledge Jackson's pension despite Jackson doesn't acknowledge the government.

"Shelby County will continue to give him whatever Shelby County owes him," said Mulroy.

Meanwhile, the turn of events is eliciting shock from those who deem themselves Shelby County residents.
