Man pleads guilty to partaking in teacher certification scheme

(WMC-TV) - Another man charged in connection with a teacher certification scheme pleaded guilty Tuesday.

Clarence Mumford, Jr., 29, was charged in July 2012 for taking part in a cheating scheme that allowed teachers to pay for other test-takers to take certification exams on their behalf. According to the original indictment, the scheme had been going on since 1995.

During the guilty plea hearing, Mumford, Jr., admitted that another man, John Bowen, 64, took a test on his behalf in January 2008.  As a result, Mumford, Jr. obtained a professional teaching license from the Tennessee Department of Education.

Mumford, Jr. also admitted to taking tests on the behalf of three other teachers.

Ten additional people are still facing charges in connection to the test-taking scandal. Twelve others, including Mumford, Jr.'s father, Clarence Mumford, Sr., pleaded guilty to the scam.

Mumford, Sr. is the man who is said to have orchestrated the entire teaching certification scheme.
