Woman shot by police officers has history of suicide attempts

(WMC-TV) - The names of the police officers and deputies who shot and killed a suicidal woman Sunday morning have been released by the Tipton County Sheriff's Office. 

A look at Nattela Blackwell's history with law enforcement paints a troubling picture of past suicide attempts.

Five officers fired the shots that killed 64-year-old Blackwell.

Here is information about the officers, as provided by Tipton County Sheriff's Office:

Corporal William Nelson has been with the Covington Police Department since 2006.

Deputy Wesley Ballard has been on the Tipton County Sheriff's Department since May of this year.

Deputy Sean Cullen has been with the sheriff's department since 1999.

Deputy Tyler Huelsing has been with the sheriff's department since 2011.

Deputy Eddie Walker has been with the sheriff's department since January of this year.

In all, 11 city and county officers surrounded Blackwell before she was shot.

Chief Donna Turner with the Tipton County Sheriff's Office says Blackwell was armed with a handgun and was firing shots in the area before she died.

When officers arrived, Turner says Blackwell refused to drop her gun, even after officers tried negotiating with her.

"We try to negotiate with people but then when it is a higher level or threat when someone points a gun at you, then those officers made that decision and their training supports that," said Chief Turner.

Turner says the Blackwell family is cooperating with investigators.

Tipton County deputies say this most recent incident is just the last in a series of calls made from Blackwell's home.

In 2011, deputies were called as she was attempting suicide. Her husband was accidentally shot as he tried to get the gun away from her.

Deputies say Blackwell also tried to kill herself in 2012 by overdosing. And earlier this year she tried to take her own life with a knife.

"It's truly a disease, when someone is suicidal, that the whole family has to deal with," said Chief Turner. "It's truly a sad situation and obviously they've been cooperating."

Tennessee Bureau of Investigation is leading the investigation into the shooting. Deputies are asking any witnesses to come forward to help document the crime scene.
