14 indictments stem from testing of backlogged rape kits

MEMPHIS, TN -

(WMC-TV) - Memphis Police Director Toney Armstrong announced the department has issued more than a dozen indictments in backlogged rape kits.

The director shared a lot of new data Tuesday. The most striking numbers included 14 indictments for rape. Two kits have come back with evidence over the statute of limitations.

Director Armstrong says his team is working hard to process the 12,113 untested rape kits, some of which have been sitting on shelves since the 1980s.

"We think we have a process in place to address the backlog," he said. "We're in the process of sending kits off and we're getting results from these kits."

Armstrong says he has initiated 91 investigations from the kits that have already been tested. Sixteen of the people identified during the testing had previous convictions of other crimes.

Memphis Police Department has since issued 14 indictments. Two of the cases are over the statute of limitations, but even so, Armstrong wants to test every single rape kit, even if the law does not allow prosecution.

"We feel like it's necessary to test all the kits in our possession in the event that suspect is responsible for another rape," said Armstrong.

But Director Armstrong also said that his Sex Crimes Unit will need more employees.

"A great majority of these tests will come back that will require some pretty intensive and massive investigations," he said.

As of Tuesday, 5,553 rape kits remain untested. Armstrong expects to sign a lease in order to set up a new evidence location on April 18.

The director says he has $2 million of the $6.5 million needed to process all of the kits. The city has applied for several grants.
