MEMPHIS, TN -

(WMC-TV) - The Memphis Police Department director has signed up for the DROP program, which stands for "deferred retirement option plan."

Toney Armstrong is scheduled to leave the department around April 2017.

According to the City of Memphis, an employee is eligible to participate in the DROP Program if he or she has attained normal retirement age and has at least 25 years of service.The program allows eligible employees to retire early and collect a lump sum on a one, two, or three year schedule. Toney Armstrong's introduction to most Memphians, and the nation, came in the A&E documentary series "The First 48," which followed MPD's homicide bureau for a number of seasons.

Armstrong was promoted to police director three years ago.

In 2017, he will be just 50 years old.

Considering the state of the city, some leaders are not totally surprised. Councilman Harold Collins, who sits on the public safety committee understands why Armstrong may have signed up for the city's DROP program.

"I think Director Armstrong is doing a good job," he said. "The uncertainty about the city and whether or not pension opportunities are going to be feasible. So, I guess you lock those things in now."

Mayor A C Wharton proposed overhauling the city's pension system during Tuesday's budget address to the city council. Although Armstrong's decision was made some time ago, according to a department spokesperson.

Armstrong, whose salary was a little more than $120,000 last year, has yet to comment publicly on his retirement plans. It is unclear how much his lump sum will be when he retires in three years.
