MEMPHIS, TN -

(WMC) - The Shelby County School Board unanimously approved the district's 2014-2015 nearly billion dollar budget.

The budget still needs to go to Shelby County Commission for final adoption. District leaders say the budget approved Tuesday night was based solely on fiscal reality.

"Our enrollment is declining, our income is declining. We're going to consistently be asked to do more with less," said SCS Superintendent Dorsey Hopson.

Twenty-six pre-K classes and 81 teaching positions were reinstated. But the formation of municipal districts, or the de-merger, means less money for Shelby County Schools next year.

During a work session prior to the budget approval the board got more information on a grand plan to dramatically increase student achievement and graduation rates by 2025.

Also, the district should soon be paying about half as much for wireless service. The current provider was charging $9 million. Board members consider it a reminder to search for savings wherever possible.

And finally, the board learned about a policy change that will limit communication between teachers and students via text or social media.
