SHELBY COUNTY, TN -
(WMC) - A second man is under arrest in connection with the 1994 murder of Angela Perkins.

Sathit Ep was arrested in Horn Lake. Ep's arrest follows news that Phanhsay Phanivong, 36, who was taken into custody Wednesday night in Murfreesboro. Phanivong is charged with attempted aggravated robbery and first-degree murder.

Angela Perkins was murdered on Valentine's Day in 1994. 

"She had an infectious personality. Everyone loved her she was always laughing. She was kind of the glue that made everybody stick," said friend Robyn Rabby.

According to the affidavit of complaint, Perkins, who attended Hutchinson School for girls and then Ole Miss, was shot while driving her vehicle at the intersection of Spottswood Avenue and Mendenhall Road. Investigators say Phanivong was trying to take Perkins' car.

The car came to a stop at 710 Mt. Moriah Road and Perkins' body was found nearby.

Police say they made an arrest after a witness came forward with information that was confirmed by evidence found at the scene. According to the affidavit, the witness did not come forward sooner because he and his family were threatened by Phanivong.

Police say the witness told them he saw a person he knew as "Kapoo" shoot Perkins one time while trying to take her vehicle. Police say the witness picked "Kapoo" out of a photo lineup and that his real name is Phanhsay Poo Phanivong.

According to Shelby County Sheriff's Office, the warrant was issued on Wednesday. Authorities in Murfreesboro arrested Phanivong, and SCSO deputies picked him up and brought him back to Shelby County Wednesday night. He was booked into Shelby County Jail at 11:26 p.m. Wednesday.

Bond has not been set. Phanivong is due in court Friday morning.
