The WMC Action News 5 Investigators learned TDOT workers did not follow proper procedures during recent roadwork.

Kelly Rook says crews were working on a bridge on Highway 14 in northern Shelby County when workers were seen shoveling gravel out of the gutter and over the railing.

Rook says pieces of broken glass, paper and plastic were also being thrown into the water and she considers that littering.

"If we're getting in trouble for it, then the state should get in trouble for it too. Why is it okay for the state to do it, but not okay for the citizens to do it,"

WMC Action News 5 showed the video to TDOT officials who said,"Typically while cleaning drains and the roadway of debris this would not be standard procedure. We will address this with employees to make sure they understand the correct procedure."
