Man accused of duct taping toddler's mouth shut, strangling her

Police arrested a man who they say used duct tape on a toddler to make her be quiet.

Luis Hernandez, 26, is accused of duct taping the 1-year-old girl's mouth shut and strangling her with a cable, only stopping when his girlfriend held him at gunpoint.

According to police, Hernandez and his girlfriend were fighting when her daughter started crying. That's when police say Hernandez put tape over her mouth.

Hernandez then allegedly duct taped his girlfriend's legs together.

"It's you as a mother that has to do what you have to do," says neighbor Deandre Moore. "You have to watch that child."

The chilling details of the arrest left many neighbors concerned and disturbed. Some are worried domestic violence has become an increasing problem in the area.

"Most cases they are providers who help them here and there, and somewhere or another and they are scared to go back," said neighbor Patricia Johnson.

Johnson says most women are scared to leave because even when abusers are arrested, they don't spend long in jail.

"They're not making the laws to the point where they are staying long enough," Johnson added.

One neighbor, who wanted to remain anonymous, says she offered the victim a place to stay, but the victim told her she was too afraid to leave Hernandez.

"You're going to have to find yourself a connection," said Johnson. "You're going to have to find somebody that is going to give you help to get out and some type of support."

Hernandez is being held in jail on a $40,000 bond.
