Robert Lipscomb accused of sexual crimes against minor

MEMPHIS, TN (WMC) -

City of Memphis Housing and Community Development Director Robert Lipscomb has been relieved of duty pending the results of a full investigation into sex crime allegations against him.

This began when a victim filed a complaint against Lipscomb, claiming that he performed sexual acts on the underage victim.

The victim told Mayor A C Wharton and Memphis Police Director Toney Armstrong about the crimes over the phone.

Mayor Wharton ordered Armstrong and a team of investigators to travel to Seattle, Washington, to talk with the victim.

“These allegations are extremely disturbing.” Wharton said, “To ensure that we leave no stone unturned, in addition to referring this matter to the District Attorney General’s Office, we will also seek legal counsel as to if any other state or federal agencies should be involved in this investigation.”

Mayor Willie Herenton appointed Lipscomb as Housing and Community Development Director in 1992. Lipscomb played a huge part in the redevelopment of the housing projects around the city. Under Mayor Wharton, Lipscomb worked closely with the city to secure the deal that brought Bass Pro Shops to The Pyramid.
