Judge declined to uphold injunction that affects police captains March 7, 2005 at 12:40 PM CST - Updated July 26 at 7:27 PM The city of Memphis is in the middle of an intense budget battle and police captains are the next budget cut victims. Today a judge ruled the city can demote 30-year captains to save money. Memphis police captains challenged that very proposal from Memphis Mayor Willie Herenton last month and won an injunction. The judge refused to uphold the injunction. When the cuts were announced 30-year captains were given the option to retire or go back to the rank they held before their 30-year anniversary.
