MEMPHIS, TN (WMC) -

A man who police said has a history of exposing himself to women is back behind bars Wednesday morning.

According to the police report, a man was sitting in a gold Jaguar outside White Station High School without any pants or underwear on. He called to a 17-year-old and an 18-year-old as they walked past his car. When the students looked at him, they noticed he was naked from the waist down with his hand on his private area.

The two students ran to the vice principal of the school, who yelled at the half-naked man. The man then drove away. The vice principal gave police the license plate number, which matched to a car owned by 46-year-old Lee Rayford Jr.'s wife.

"That's nasty. Why would he do that in front of kids, in front of a school at that," said Yolanda Griffin. "Showing your private area to some school kids. No."

"It bothers me a lot because I have a young girl," said Marvin Hubbard.. "She's 14 years old and if he did it and I found out he did it then it would have been more drama than it is right now."

Shelby County Schools issued a statement on the incident:

Last Friday, two individuals reported seeing an adult male near the White Station campus who exposed himself.  School staff members quickly reported it to security and police.  We are happy to hear an arrest was made. Parents will be made aware of the situation.

Hubbard is pushing for more changes.

"They need to have more people out there watching the kids as they leave and come to school," said Hubbard.

Police said Rayford committed similar acts in the past, including in 2009, when he was accused of flashing a woman outside a Fresh Market store and for flashing students at the University of Memphis.

Rayford is charged with soliciting sexual exploitation of a minor and indecent exposure.
