Man scares Central Gardens neighbors with weird notes

People who live in Central Gardens are frightened by a man who is walking up to their houses to put strange notes in their mailboxes. The man, who has some mental issues, has done it before, but it is scaring people who don't know who he is.

"It's frightening a lot of people." said Robert Hijar.

Hijar is one of the residents who received one of those strange notes. He posted a warning on the neighborhood app Nextdoor to tell others about the problem.

Homeowners in the neighborhood said the entire thing is very unsettling and they wish it would stop. 

Hijar says the man doesn’t scare him, but he understands why neighbors would be scared.

"I can see people freaking out, definitely, and I can see them calling the cops," said Hijar. 

The notes are ramblings and don't make a lot of sense.

They are being put in the mailboxes by Delvin Phillips. His parents said he has mental issues. Some of the Central Gardens neighbors were aware of his issues as well. Phillips signs the notes with his name and phone number.  

Phillips appears to be making a claim that he owns the houses some of the residents live in, or at least he did at one time, and is trying to find out if he still owns them.

"I used to, at least used to, and I'm trying to see if I do still own it." said Phillips, who said he meant no harm. "[You're scaring them] That's not what I'm trying to do. That's exactly what I'm not trying to do."

He said he would stop putting the notes in the mailboxes and his parents said he has received help for his problems in the past.
