Former Memphis mayor proposes juvenile facilities be built

MEMPHIS, TN (WMC) -

Former Memphis Mayor Willie Herenton is presenting a plan to build juvenile facilities in Shelby County.

The proposal would provide two 200-bed facilities in Frayser and Millington.

The facilities would offer medical and mental health care as well as educational and vocational training.

“We are talking about true rehabilitation,” Herenton said. “This to me represents the most serious effort to get up the recidivism rate.”

Herenton said the project would not require county funding.

Mayor Mark Luttrell supports the idea, but said the proposal will probably face a tough audience at the state level.
