Violent sex offender throws ankle monitor in river, assaults 11-year-old

A convicted sex offender has been arrested for kidnapping and exposing himself to an 11-year-old girl.

Eddy Barreras has a history of sexual crimes. Tennessee Bureau of Investigation classifies him as a violent sex offender.

Memphis Police Department said Barreras cut off his ankle monitor Wednesday and threw it in the Wolfe River. Thursday he grabbed a girl who was walking to school on North Holmes Street.

He was wearing the court ordered tracking device for a rape conviction in 2006.

Investigators said Barreras took the girl inside his home and started questioning her about her sexual history. He then exposed himself and started rubbing up against the young girl and then gave her $10.

"I'm very shocked, but I thank God he got caught though," Denise Strickland said. "I'm glad about that because his car, he drives a couple of little cars, and he always parks, and it was here yesterday."

Strickland lives in the area where Barreras lives.

Neighbors said the little girl's mother works so she stays with a babysitter and that Barreras works at a restaurant.

"It's extremely scary," Kamesha Jefferson said. "I have a 15-month-old and I have two older kids and I'm a woman here alone most of the time. It's frightening."

Jefferson lives in the area and said she had no idea about the man who lived close to her and his criminal history.

The victim escaped and told her mom what happened.

Barreras' criminal history includes a 2006 rape conviction. Since then he's been charged with soliciting minors and attempted kidnapping charges. In addition, he has previous charges for violation of community supervision, rape, possession of cocaine, aggravated burglary, indecent exposure, tampering with evidence, and possession of a controlled substance.

"It's sick. It's very disturbing because I got two grandkids," neighbor Mattie Banks said.
