A man is behind bars, accused of grabbing a woman inappropriately outside her apartment.

According to the police report, the victim was standing outside the door of her seventh floor apartment on Court Street around 8 a.m. when she noticed someone standing next to her.

The man asked if she wanted to buy some food stamps. He then grabbed her inappropriately and pushed her towards her apartment, but she started knocking on her neighbor's door and screaming for them.

The man then left the area. Later, when the victim got into the elevator, the man got in with her, but got off on the next floor. The victim told police there was another person in the elevator and the man didn't attack her again.

Investigators developed Laderius Garrett, 26, as a suspect in the investigation, and the victim identified him in a photo lineup.

"As a lady's right, nobody supposed to touch you if you don't want them to," neighbor Pearline Wheeler said.

Wheeler lives down the hall from where the attack happened and wonders how Garrett made it up there in the first place.

"If he got all the way up to the seventh floor, he stopped by security desk," Wheeler said.

But she said it isn't unheard of to have someone slip by security.

"It may happen, but it doesn't make it right," Wheeler said.

She said now, more than ever, she is looking out for herself and her neighbors.

"Most of the people around here are like family," Wheeler said.

Neighbors said they have seen Garrett around the area before and he was known to have issues.

Garrett is charged with sexual battery. His next court date is scheduled for September 7.
