Ethics bill lobbyists called harmless fails to advance in Senate

Even a minor effort at reform for lobbyists failed to pass the Tennessee Senate State and Local Government committee Tuesday. Lobbyists agreed the bill was harmless. It had already passed the House in March. The measure would have required lobbyists to submit a photograph of themselves to the registry of election finance that would be posted on the Internet. Several lawmakers on the nine-member panel refused to vote on the measure, leaving it short of the five votes need to advance. Senator Steve Cohen of Memphis, the committee's chair, said the bill made no sense. He said you don't have to give your photograph to be a lawyer or a doctor. Other senators spoke of feeling bullied by the growing call for more regulation and ethics reform.
