Suspected 'Frayser creeper' arrested

Memphis Police Department officers arrested the man they say touched a young girl and exposed himself to other students in Frayser. 

Robert Vail was identified as a suspect in several incidents near Frayser schools.

He is accused of exposing himself to young girls near Frayser Elementary School, trying to lure a student into his car in a Kroger parking lot, and fondling at least one student.

After several incidents in the neighborhood, MPD began referring to him as the Frayser creeper.

"He shouldn't be out here," Vail's neighbor Karen Williams said.

Vail is accused of violating girls in Frayser while they walked to school.

His neighbors said they are relieved he has been caught.

"They never learn. They never learn," neighbor Monroe Williams said.

Vail is well known to police. His record shows several prior arrests stemming from driving violations, criminal trespassing, robbery, disorderly conduct, drug charges, and sexual battery. 

The sexual battery case was from September 2012. According to police records, he grabbed a 16-year-old girl and inappropriately touched her. 

His neighbors said they have seen police pick up him and question him in the past. It has caused them to be cautious with their children and grandchildren when they are near Vail.

"We don't let them out of our sight," Monroe Williams said.

Karen Williams said they were warned by a friend several months ago to be careful around Vail. 

"She used to date him and she said to watch out for him," Karen said.
