President Bush says he must share the blame

President Bush is acknowledging major flaws in the response to Hurricane Katrina, and admitting he must share the blame.

He says to the extent the federal government didn't "do its job right" in the storm's aftermath -- quoting here -- "I take responsibility."

The blunt admission of error came in a joint news conference with Iraq's visiting president, as aides announced plans for Bush to address the nation from Louisiana Thursday night.

Asked if, in light of Katrina, America is ready to cope with another major disaster or terrorist attack, Bush said the storm has "exposed serious problems" at "all levels of government."

And he said he's "not going to defend the process," though he added he does defend emergency workers for what he calls "heroic" efforts.
