It's the same problem seniors faced almost 18 months ago when Medicare offered drug discount cards.
The difference is this benefit is permanent, but to get it, you have to sign up.
And recipients have 40 or more plans to choose from. But three out of four seniors say there are too many choices
"This is a big train coming down the track and they're trying to figure out do I get on or not. It's a hard, big decision," said Drew Altman of the Kaiser Family Foundation.
