Neighbor speaks out about child drowning

Tasheena Hall got quite the wake up call Monday.  Her naked neighbor was knocking on her door.  She knew something was wrong.

"Because anybody in their right mind would not be nude outside," says Hall.  "So we knew she wasn't in her right mind then," she adds.

She says she'll never forget what she saw once she got inside neighbor Sherry Sims' apartment.

"I go in the bathroom and see the little girl lying on the floor," recalls Hall.

Hall says she tried to revive four year-old Keonnia Pratcher, but it was too late.

"I turned her around and saw the foam coming out of her nose and her mouth," says Hall.

Her 9-1-1 call alerted emergency officials.  They tried to revive the child as well.  The four year-old was pronounced dead at LeBonheur Children's Hospital.  Officials there say she drowned.  Memphis police are awaiting the medical examiner's report.

"And right now, it's just anybody's guess as to what happened to that child," says MPD spokesman Sgt. Vince Higgins.

Family and friends say the four year-old's mother would never intentionally harm her child.  Verry Sims is her mother.

"My daughter is a good mother," says Sims.  "She take real good care of her children," she adds.  "I know if she was still taking her medicine, nothing like this would've ever happened."

We're told Sherry Sims has been in and out of psychiatric hospitals.

"And the hospital kept letting her out, knowing something was wrong with her," says Hall.

Right mind or not, Sims has not yet been charged with any crime.

We're told an infant was also found in the apartment Monday morning.  That child is in the care of relatives while Sherry Sims is detained.
