The NCAA Thursday rejected the final appeal of the Defensive Lineman to be eligible to play for the school.
The Learning Disabled prize recruit has spent more than 2-years trying to get permission from the NCAA to play at Ole Miss.
After twice denying him, the NCAA last week said he could attend school on Scholarship, but must prove he can handle the academic work, and won't allow him to play till 2008.
The S.E.C. Does not allow partial qualifiers at member schools.
Neither Powe, who's now 20-years old, or Rebels Head Coach Ed Orgeron could be reached for comment.
