In emotional decision, Memphis voters given term limits vote

MEMPHIS, Tenn. (AP) - A Memphis City Councilwoman began sobbing uncontrollably during a discussion of possible term limits for city officials.

Janis Fullilove is also a member of the Memphis Charter Commission, which approved a proposal to put term limits on the ballot in a 5-2 vote.

Commissioner George Brown made the motion to limit the mayor and all 13 council members to two four-year terms. Brown said he was reacting to community sentiment.

After a heated argument, Fullilove started crying. She said some people want term limits because they want to get rid of black leaders, specifically Mayor Willie Herenton.

Both Brown and Fullilove are black. 

Herenton, Memphis' first elected black mayor, recently won a fifth consecutive four-year term.

The issue could go before voters in August or December.
