Hats off to state Rep. Brian Kelsey and state Sen. Reginald Tate for their plan to take up the fight over the Memphis Police Department residency issue.

The state legislature is probably not the right venue to resolve this issue, but you can't blame these guys for trying. They've drafted a bill that would have the effect of allowing Memphis Police officers to live outside of Memphis or Shelby County.

Like many of us, they recognize that MPD's inability to recruit enough police officers is a public safety issue and they're doing what they think is right to help protect their constituents.

This is an area where some Memphis City Council members are holding the city back by clinging to a very provincial idea of what it takes to Memphis police officer, while ignoring the realities of the police recruiting marketplace.

The council did manage to pass a scaled-down version of a plan to improve hiring incentives for police. Let's hope that helps, because Memphis is not a city that can afford to be short on the number of police officers.
